UAE Category 5 License: The Complete Guide (2026)

If you work in financial services in the UAE — or want to — chances are you've heard "Cat 5" thrown around. Here's what it actually is, who needs it, and which exams your role requires.

What is the UAE Cat 5 license?

The UAE Capital Market Authority (CMA, formerly the Securities and Commodities Authority) — the national regulator for capital markets — issues five categories of license to firms practising regulated financial activities. Category 5 covers "Ranking and Advice" — financial consultations, listing advisory, promotion, and related services.

Unlike Categories 1–4, Cat 5 has no paid-up capital requirement. That reflects the lighter risk profile: a Cat 5 firm isn't trading securities on its own account, holding client cash, clearing trades, or rating creditors. It's advising or arranging.

But "lighter capital" doesn't mean "lighter compliance." Cat 5 firms still need licensed staff — and the staff need specific qualifications. That's where the exams come in.

Note on terminology: SCA documents sometimes call Category 5 "Arrangement and Advice" rather than "Ranking and Advice." Both refer to the same category under SCA Decision No. 13 of 2021.

Who needs a Cat 5 license?

You need a Cat 5 license — or to work for a firm that holds one — if your job involves:

Common job titles at Cat 5 firms: relationship manager, investment advisor, listing consultant, IPO advisor, foreign fund distributor. As the next section shows, those roles don't all need the same exams.

Which exams do you need? It depends on your role

The CMA sets exam requirements by job function, not by licence category. Every licensed role needs UAE Financial Rules & Regulations (UAE FRR). Most roles then need one more CISI exam, and which one depends on the job — the International Certificate in Wealth & Investment Management (ICWIM), Combating Financial Crime (CFC), Risk in Financial Services (RFS), Fundamentals of Financial Services (FFS) or Global Securities Operations (GSO):

Your roleExams required
Fund investment manager / portfolio managerUAE FRR + ICWIM

Promotion managerUAE FRR + ICWIM

In short: UAE FRR is the one exam every licensed role shares; the second depends on your job.
Important: the ICWIM + UAE FRR pack is not a universal "every Cat 5 role" bundle. It is aimed at the advisory, analyst, portfolio-management and promotion route. If your role is compliance, risk, operations, trading or listing/issuance advice, use the table above and check with your firm's compliance team before buying.

The two exams for advisory and portfolio roles

If your role needs ICWIM, these are your two papers:

ExamFormatPass markWhat it tests
CISI International Certificate in Wealth & Investment Management (ICWIM) 100 MCQs, 2 hours 70% Global wealth & investment management fundamentals — financial services landscape, asset classes, collective investments, economics, portfolio management, investment advice, lifetime financial planning.
CISI UAE Financial Rules & Regulations (UAE FRR) 100 MCQs, 2 hours 70% UAE-specific regulatory rulebook — CMA structure, licensed bodies, investment funds, markets, AML/CFT, client protection, ADX trading, DFM.

You don't need to take them in any particular order, and the CISI doesn't require both to be sat within a fixed window. Most candidates do ICWIM first because the material is broader; UAE FRR is denser in specific numeric thresholds (AED amounts, day-counts, percentages) and feels easier after you're comfortable with the wealth-management vocabulary.

Why two exams? Can't you skip one?

No. Every licensed role needs UAE FRR, the local rulebook exam, and most roles add a second exam matched to the job. For advisory and portfolio roles that's ICWIM. The first proves you know the UAE rules you'll work under; the second proves you know the substance of the job itself.

How long does it take?

End-to-end timing depends on whether you study them in parallel or back-to-back:

ApproachRealistic timeBest for
Back-to-back, focused10–14 weeks totalMost candidates — sit ICWIM, recover for 1 week, sit UAE FRR
Parallel8–10 weeks totalHighly time-constrained candidates who can study 12+ hours/week
One per quarter5–6 months totalWorking full-time with no employer study time

The CISI workbooks themselves estimate ~100 hours of study time per exam. That's accurate if you're reading the workbook cover to cover; if you focus on the syllabus-weighted topics and drill the practice questions, you can compress to 60–80 hours per exam.

Which CISI office handles the exam in the UAE?

The CISI delivers ICWIM and UAE FRR through Pearson VUE test centres in Dubai and Abu Dhabi. You book directly via the CISI website, choose your test centre, and pay the exam fee. There's no minimum experience or prior qualification required to sit either — Cat 5 is a "starting point" license track, not a senior one.

What happens after you pass?

You don't get a license yourself — the license is held by your firm, with you registered as an approved employee on that firm's license. To complete registration:

  1. Pass UAE FRR and the second exam your role requires (see the table above)
  2. Your employer (or your own firm, if you're setting one up) applies to the CMA listing you as an approved employee under the relevant Cat 5 activity
  3. The CMA reviews and, if satisfied, adds your name to the firm's approved-employees register

If you're a free-zone resident (DIFC, ADGM, etc.), be aware that those zones have their own regulators (DFSA and FSRA respectively) and their own licensing regimes — Cat 5 is a CMA license that covers onshore UAE activities.

A note on continuing professional development (CPD)

Once licensed, the CISI expects 35 hours of CPD annually to maintain CISI membership. The CMA itself doesn't run a CPD scheme directly, but firms operating under Cat 5 are expected to maintain employee training records — and the UAE FRR examination workbook explicitly covers this.

FAQ

Can I take ICWIM and UAE FRR on the same day?

Technically yes — they're independent exams. But sitting two 100-question 2-hour MCQ exams in one day is brutal. Most candidates leave at least 2 weeks between the two.

Is the Cat 5 license transferable between firms?

The license is held by the firm, but your CISI passes don't expire. If you move firms, the new firm submits a fresh approved-employee application using your existing passes — no need to re-sit.

What about roles at Cat 1–4 firms?

The same rule applies: requirements follow your job function, not your firm's category. UAE FRR is required for every licensed role, and the second exam depends on the job — for example Global Securities Operations for operations roles, Fundamentals of Financial Services for trading and broker roles, and Risk in Financial Services for credit rating analysts. See the full table.

How current is your prep material?

Both courses on FinStudyHub track the latest published editions: ICWIM Edition 7 (syllabus v7.2, exam window 2 Mar 2025 – 1 Mar 2027) and UAE FRR (current syllabus v4.2, workbook v4.5, February 2026; same 8 elements and question allocations as the Edition 4 bank). We review the banks whenever CISI publishes a new syllabus. Note that the SCA was renamed the Capital Market Authority (CMA) from 1 January 2026; the FRR workbook still uses the old name.
